Complaint to the European Commission about the border closure

The complaint, submitted in connection with Aleksanterinliitto, challenged the closure under the Schengen Borders Code and raised family life, movement and access to documents. The Commission replied on 30 July 2024, the complainant submitted further observations on 7 August, and the Commission closed the case on 9 September. The matter was then brought to the European Ombudsman.

Complaint
Details and sources
Complainant
The complaint was submitted by an Aleksanterinliitto board member.
Submission and document dates
The Commission’s letters date the complaint to 13 July 2024. The supplied complaint text is dated 14 July 2024. Correspondence also uses the reference CPLT(2024)01788.
Commission response and closure
The Commission considered the restrictions justified on security grounds and said it would monitor proportionality with the Finnish authorities. Its letter of 20 September 2024 confirmed closure on 9 September, stating that the further observations supplied no new elements warranting a change of position.
European Ombudsman · 1783/2024/EIS
On 25 October 2024, the Ombudsman closed the inquiry, finding no indication of maladministration by the Commission. This assessed the Commission’s handling of the complaint; it was not a court ruling on the legality of the border closure.

Poland’s example · 2024—2025

From demands
to reopening.

Border-region entrepreneurs demanded reopening and business support. Kuźnica and Bobrowniki opened on 17.11.2025.

Poland cited residents’ and businesses’ needs and reinforced controls. Local demands appeared in the decision’s reasoning.

Why did Poland reopen? ↗
Background and sources +

One protest’s contribution cannot be isolated from other factors. Government reasoning shows border-region needs were considered.

How information was compiled

An event, an account and a source.

Information comes from post-event reports, documents and participants’ accounts.

Sources include news reports, organisers’ material, participants and official documents. Each estimate’s author is identified. Publications based on one release are not independent confirmations.

People, cars, signatures and repeated attendance are not added into one movement total. A decision after a protest does not itself prove causation.

Report or official document

An event has a post-event report or an action an official document. Participation may still be an organiser estimate.

Participant’s or organiser’s account

A first-hand account or organiser message, with provenance and open questions identified.
